partner rep failing to contact me after 5 requests

I have made 5 request 2 by telephone  3 by email   requesting to speak or contact me 

 The worst response is "NO  they refuse to speak to you"

 the next response is .. what do you want to talk about...  after 5 requests some thing is obviously  wrong

and 3 no replys

 

 Is this normal customer service from Booking.com
